We are looking for experienced, innovative and motivated IT Specialists to support enablement of USAREUR-AF and their Mission Partners mission objectives.
CACI has an excellent opportunity for an experienced, self-directed, Common Operating Picture (COP) Manager, SME. This position is in support of the EMITS 2 USAREUR-AF Mission Partner SETAF-AF, located in Vicenza, Italy. This position is located OCONUS.
Responsibilities:
Manages the delivery, operation, and management of Common Operating Picture (COP) and Common Intelligence Picture (CIP) support
Creates, maintains, and supports Concept of Operations (CONOPS) and Standard Operating Procedures (SOPs) for COP and CIP operations tailored to Mission Partner (MP) requirements (DEL 19)
Leads COP and CIP management services, ensuring reliable, accurate, and timely situational awareness is depicted in MP’s Operations Center
Maintains the COP and CIP across security domains, ensuring consistency and accuracy in data depiction
Manages COP and CIP applications at watch stations, including manipulation, monitoring, and troubleshooting
Supports data analysis, integration, and fusion activities to generate the Commander’s COP and CIP, ensuring data meets Command Critical Information Requirements (CCIR) and Priority Intelligence Requirements (PIRs) through coordination with G2, J2, and the Joint Intelligence Analytical Center (JAC)
Ensures COP and CIP dataQuery and inject tracks from intelligence databases, Critical Asset Lists, and Defended Asset Lists for accurate reporting
Provides network monitoring, data feeds support, configuration, and troubleshooting for COP and CIP data feeds
Monitors and maintains COP Synch Tool (CST) and other data feed connections and ensures COP and CIP information is provided to the Joint Staff, USSTRATCOM Global COP, and the National Military Command Center (NMCC)
Supports status and information-sharing requirements, coordinating with command system owners and operators to access data feeds, overlays, and graphical products
Ensures COP and CIP information is provided to the Joint Staff, USSTRATCOM Global COP, and the National Military Command Center (NMCC)
Mentors other COP managers
Possesses and applies expertise on multiple complex work assignments
Establishes goals and plans that meet project objectives
Possesses domain and expert technical knowledge
May supervise others
Qualifications:
Required:
Currently hold an adjudicated Secret Clearance with the ability to maintain
BA/BS 13+ years of experience
Approved DoD 8140 - FITSP-D or GCSA or GISF or SSCP
Demonstrates mastery of Common Operating Picture (COP) and Common Intelligence Picture (CIP) systems, with particular emphasis on military operational environments across multiple security domains.
Possesses comprehensive knowledge of data analysis, integration, fusion techniques, and network monitoring for generating accurate situational awareness.
Exhibits strategic expertise in managing COP and CIP applications, troubleshooting complex issues, and ensuring data consistency with Government and military requirements.
Demonstrates proficiency in coordinating with various military entities for information sharing and status reporting.
Excels at developing and maintaining Concept of Operations (CONOPS) and Standard Operating Procedures (SOPs) tailored to stakeholder requirements.
Combines technical acumen with leadership skills to mentor other COP managers, supervise teams, and function as a technical expert across multiple complex project assignments
