TITLE:        Staff Officer, Human Security

Headquarters Allied Joint Force Command Naples provides a resilient, static Joint headquarters to plan, prepare and conduct operations across all domains from Baseline Activities and Current Operations (BACO), including deterrence, through Crisis, up to the Maximum Level of Effort (MLE), in order to support NATO’s three core tasks, at the Joint Operational level, as directed by SACEUR. Supported by the Single Service Commands, Allied Joint Force Command Naples integrates allocated forces, including NATO Force Structure entities, and synchronises activity to achieve operational objectives. It maintains comprehensive, regional focused, situational awareness, leads contingency planning and directs exercises. It also provides out-of-theatre support to enduring NATO operations and could contribute specific Joint competencies to other NATO Command Structure or NATO Force Structure entities. It is capable of commanding a Joint Task Force operating within or beyond SACEUR’s Area of Responsibility, with theatre enablement provided by a dedicated Joint Logistic Support Group Headquarters. It has the capability to deploy tailored elements to enable reconnaissance, liaison, and coordination, and support the Joint Commander. Synchronizes and integrates Joint and Combined armed forces within the Joint Operational Area (JOA) in support of a Joint Task Force.

The NATO Strategic Direction -South Hub (NSD-S Hub) contributes to information sharing, situational awareness and comprehensive understanding for both the operational and strategic levels to inform decision making. Monitor and assess the dynamics in the operating environment of the South and contribute to coordination and synchronisation of NATO’s activities in the South.

The Head of Knowledge Management and Engagement (KME) is responsible for identifying, directing, validating, prioritizing, coordinating, and fusing NSD-S-related information and knowledge requirements and deliverables. The KME is responsible for reporting/advising the military and political strategic levels on NSD-S events while informing the tactical level. The incumbent establishes, develops and manages cross-functional and interagency information sharing tools to ensure access and dissemination of NSD-S Hub deliverables contributing to the establishment of a fused and comprehensive common picture of the situation in the South

The Knowledge Management Centre (KMC) oversees, reviews, fuses and coordinates the main work of Knowledge Management and Engagement planning, information and knowledge gathering efforts, internal and external engagements, and develops and establishes formats, procedures and standards to maintain overall coordination, communication, accessibility, currency and accuracy. It ensures the coordination with IS, IMS and Strategic Commands and the dissemination of Hub products that contribute to a fused understanding and situational awareness in the NSD-S area.

The Civil-Military Engagement Coordination Section contributes to NATO’s situational awareness and comprehensive understanding in the NSD-S area

The Civil-Military Engagement Coordination Section (CECS) contributes to NATO’s situational awareness and comprehensive understanding in the NSD-S area of interest through the establishment and maintenance of a permanent and robust liaison network with Non-NATO Entities (NNEs), Regional International Organizations (IOs), Non-Governmental Organizations (NGOs), Academia and Civil Society. CECS implements the Engagement Plan with NNEs, provides mapping reports and research on cooperative security activities delivered by NNEs in the South and supports the Hub Knowledge Production Plan (KPP). It is responsible for providing advice and analytical support to better synchronise NATO engagement in the NSD-S area, proposing de-confliction and opportunities to enhance stability.

2. Principal Duties

The incumbent's duties are:

- Analyses and contributes to cross-cutting issues in Africa and the Middle East regions through engagement and activities related to Women Peace and Security (WPS), Gender, Children and Armed Conflict, Protection of Civilians and Conflict Related Sexual Violence.

- Contributes to early analysis and assessment of emerging conflicts and possible IO, GO and NGO capabilities and engagement with KMC staff.

- Maps and reports on international organizations and conducts mapping of capacity building in the Human Security domain to better synchronize and coordinate efforts in the South.

- Identifies gaps and potential areas of cooperation where NATO could contribute in the Human Security domain.

- Advises on analytical and assessment methodologies sharing with relevant IOs, GOs and NGOs on Human Security.

- Advises on Concept and Doctrine Development of Human Security issues.

- Provides support in elaboration/revision of MOUs with IO/NGOs (where necessary).

- Coordination of Human Security activities internally and with JFCNP J9 according to Section Head’s direction and guidance.

- Liaises with a wide pool of civilian expertise necessary for the successful analysis and assessment of the Human Security domain.

- Plans, coordinates and conducts events and activities to support Hub’s Human Security objectives in the South.

- Facilitates interaction with non-military actors and NNEs related to Human Security issues for Key Leader Engagement (KLE);

- Puts the wider NATO organization in contact with Human Security experts in leadership positions in Africa and the Middle East when required for Workshops and Study Days on specific topics.

- Develops networks with Universities and academia to increase situational awareness and carry out cooperation activities to improve greater understanding regarding common priorities in the Human Security domain.

- Identifies key international, regional, governmental and non-governmental organizations’ capabilities, priorities and perceptions in order to de-conflict and coordinate the planning of activities on Human Security.

- Develops and integrates Human Security aspects into the NSD-S Hub products and projects.

- Drafts and submits reports on mapping of Human Security activities in the South to support coordination and synchronization as well as awareness.

- Contributes to the establishment and sustainment of suitable methods of practical cooperation with UN and EU and other relevant IOs, NGOs operating in the South on Human Security issues

3. Special Requirements and Additional Duties

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract

Undertakes work as part of a project team, leading a project or working group as directed or assigned.

Represents the NSD-S Hub and delivers presentations in events as directed.  The work is normally performed in a Normal NATO office working environment.  Normal Working Conditions apply.  The risk of injury is categorised as No Risk.

 

4. Essential Qualifications

a. Education/Training

University Degree in a post-related education field, and 2 years of function related experience or, Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post-related experience.

b. Professional/Experience

- Experience analyzing and contributing to cross-cutting issues in Africa and the Middle East regions through engagement and activities related to Women Peace and Security (WPS), Gender, Children and Armed Conflict, Protection of Civilians and Conflict Related Sexual Violence.

- Experience with CIMIC/Civil Military Cooperation activities that establish the requirements for, and supervising the publication of, CIMIC directives and guidance within the NATO area of operations. 

- Experience with CIMIC/Civil Military Cooperation Liaison activities encompassing the co-ordination necessary to facilitate and support the planning and conduct of operations. 

- Experience with, and knowledge of how to create Maps and Reports on international organizations and on how to conduct mapping of capacity building in the Human Security domain to better synchronize and coordinate efforts in the South.

c. Language

5. Desirable Qualifications

a. Professional Experience

-  Minimum 5 years of experience working in a Human Security-related environment or 5 years of experience, including deployment, for his/her government, or as a member of an IO or NGO within the humanitarian, post-conflict, or developmental arenas;

- Consolidated experience in the field of networking or similar in the NSD-S region;

- Experience in working in an operational theatre;

- Extensive cultural awareness and knowledge of the dynamics in the assigned region;

- GENAD (Gender Advisor) expertise in order to provide a comprehensive understanding of Women Peace and Security within the framework of UNSCR1325.

 

b. Education/Training

- Equivalent qualifications and / or experience in PoC, CIAC

• United Nations Civilian Staff Officer Course (UNCIVSOC) (MCP-CM-31460) provided by Swedish Armed Forces International Centre (SWEDINT), Sweden

• NATO Civil-Military Interaction (CMI)/CIMIC Orientation Course (CMI-CM-2423) provided by NATO - School Oberammergau (NSO)

6. Attributes/Competencies

• Professional Contacts: As the primary interlocutor on Human Security issues in MENA, such as with FemWise-Africa, Arab Women Organization and the Mediterranean Women Mediator Network, the incumbent will act as a high-level focal point on all aspects of NSD-S Hub contributions to Human Security, keeping regular professional contact with these organizations and acting as the key point of reference.

• Contribution To Objectives: The incumbent will strongly contribute to achieving the NSD-S Hub mission to connect, consult and coordinate to build trust and confidence with Human Security stakeholders in MENA through open information sharing with high level members of these networks. The incumbent will contribute to the achievement of one of the main goals of the NSD-S Hub, connecting with SMEs from local and regional institutions, women’s organizations, universities and NGOs, local and international agencies involved in POC, CIAC etc. Creating strong connections and long-term relationships with these high level organizations means pro-actively assisting NATO to better coordinate with its Allies and partners in the South and contribute to achieving a more secure and stable environment.

  5.  CONTRACT   The successful candidate will receive a three-year definite duration contract which may be followed by an indefinite duration contract.   The basic entry-level monthly salary for a NATO Grade G15 in Italy is Euro 5,725.22 which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.   6.  HOW TO APPLY:   HQ JFC Naples uses NATO Talent Acquisition Platform.
