Within the GCAP Joint Venture, in the GCAP Technical Leadership UO, we are looking for a PMO Lead for GCAP HQ in Reading (UK).
The PMO Lead is responsible for establishing, implementing and continuously improving robust project and portfolio management frameworks within Secure Digital Platform department.
This role ensures rigorous oversight and governance of delivery initiatives by enabling consistent tracking, transparent reporting, proactive risk management and effective resource coordination. The PMO Lead plays a crucial role in aligning project execution with strategic business objectives, fostering operational excellence and decision-making confidence across the SDP organization.
Key Capability Accountabilities and Objectives
- Develop, implement and maintain comprehensive delivery dashboards, reports and KPIs to provide clear visibility into project and portfolio performance.
- Monitor and control budgets, timelines, risk registers and resource allocation to ensure delivery efficiency and mitigate potential issues.
- Establish and enforce standardized project governance frameworks, including clear reporting routines, escalation paths and compliance controls.
- Support the portfolio prioritization process by collaborating with business and technology stakeholders to ensure alignment with overarching strategic goals.
- Serve as the primary liaison between Finance, Procurement and Technology Delivery leadership, facilitating seamless communication and coordination.
- Facilitate continuous improvement of PMO processes, tools and best practices to adapt to evolving delivery models and organizational needs.
- Provide expert guidance on project management methodologies, including agile, hybrid and traditional approaches, ensuring flexible and effective delivery.

Essential Skills, Experience and Qualifications:
- Bachelor’s degree in IT, engineering, business administration or a related field (Master’s degree is often preferred).
- Minimum of 5 years of practical experience in PMO roles, with a demonstrated history of successfully managing projects and portfolios within IT environments, ideally involving complex or large-scale technology program
- Strong organizational, analytical and reporting skills, with the ability to synthesize data into actionable insights for leadership.
- Proficiency in project management and reporting tools such as Jira, MS Project, Power BI or similar platforms.
- Solid understanding of agile and hybrid delivery methodologies and the capability to support diverse project execution frameworks.
- Excellent communication and stakeholder management skills, with experience liaising across multiple departments and leadership levels.
- Problem-solving mindset with the ability to identify risks early and recommend mitigation strategies.
- Ability to work under pressure and manage competing priorities.
Desiderable Skills, Experience and Qualifications:
- PMP, PRINCE2, Scrum Master or other relevant certifications.
Language Skills: English C1.
